The maximum population for each HC is set at people. With the HC having an area of km2 ( mi2), this means that it will have a population density of people/km2 ( people/mi2).
The minimum starting population for an HC is set at people. Since an HC will be designed to be built up as the population increases, then, at that starting population number, an HC will have an corresponding area of km2 [ km X km] ( mi2 = mi X mi)].
